When I hear "economic development," I picture a ribbon cutting at a new plant. Then I think about what actually walks up to our desks: someone applying for work after a long gap, a newcomer prepping for an interview in their second language, a home baker trying to figure out pricing, a parent who can't take a training course until childcare stops falling apart. That is economic development too. It's just quieter.

Community economic development libraries already do this work every day. The useful question isn't whether it belongs in the library. It's where we can make a clear difference with the staff hours, budget, and eResources we actually have.

## What it looks like at the desk

A local economy depends on people finding work, keeping it, caring for their families, and making decisions without getting burned. We support all of that, usually without calling it economic development:

- Résumé and [job-search help](https://www.learnersengaged.com/learners-engaged-blog/best-resources-for-job-seekers-public-libraries) for someone who hasn't applied for anything online in years.
- Workplace vocabulary and conversation practice for newcomers.
- Market, industry, and local news for small business owners who can't justify their own subscriptions.
- Help sorting a reliable source from a misleading post before someone makes a costly decision.
- Short, practical family support so caregivers can stay in a program or go back to work.

None of those is a side benefit. Together they're the conditions a local economy runs on.

## Start with one local barrier

"Economic development" is too broad to guide a purchase or a promotion plan. I get better results when I start with a barrier residents are already running into.

Look at what's already reaching you:

- What questions keep coming up at the reference desk and in computer help sessions?
- What do workforce agencies, the chamber, and immigrant-serving groups say their clients struggle with?
- Which eResources get used, and which sit untouched?

You don't need a formal study. In small libraries, staff often spot the pattern after three repeated questions. Either way, pick tools for a demonstrated need, not for what we assume residents want.

Separate this week's need from next year's goal, too. A job hunter needs a résumé and a device now; six months later they may want language skills or help starting a side business. Different tools, different promotion.

## Give business owners the reading they can't afford

This is where I'd put PressReader to work. Small business owners, freelancers, and job seekers keep telling us the same thing: they want to follow their industry, but they won't pay for five subscriptions.

[PressReader](https://www.learnersengaged.com/pressreader) gives your cardholders full newspapers and magazines, on-site and remote, on web, iOS, and Android, with a library card. The catalog covers 8,000+ publications from 120+ countries in 60+ languages, in the print-format editions people recognize. Libraries don't pick titles one by one; patrons get the whole catalog.

For economic development, a few pieces matter most:

- **A business shelf without the bill.** PressReader's business titles include Forbes and The Economist. The Economist is exclusive to PressReader and is available standalone or as an add-on, so ask us how it's packaged for your library.
- **The New York Times, if you already pay for it.** US public libraries that maintain a NYTimes.com subscription can activate the NYT replica on PressReader. If you have NYT.com but don't see it in PressReader, we can help turn it on.
- **Home-country and home-language news.** For newcomers, reading local news from home in their own language, alongside papers from their new city, builds confidence and context. Built-in translation and audio listening help too.
- **Usage analytics.** You can see what's being read and use it in board reports and partner conversations.

### Where I'd start with it

Don't launch PressReader as "a newsstand." Launch it as a tool for one audience. Pick small business owners for a season. Build a short list of titles that fit your local industries, whether that's agriculture, trades, hospitality, or tech. Hand it out at the chamber mixer, the SBDC workshop, and your own business programs. Put QR codes on shelf talkers and bookmarks near the business collection. Ask a local coffee shop or co-working space to post one too.

## Keep the mix small and focused

No single eResource covers all of economic development. A balanced mix usually pairs direct workforce help with resources that strengthen everything around it: [language learning](https://www.learnersengaged.com/learners-engaged-blog/how-libraries-support-language-learners-without-a-classroom), trusted news, digital skills, and family support.

Five resources with clear purposes and staff who know when to recommend them beat twenty overlapping logins nobody can explain.

## Make discovery part of the service

If patrons can't tell what a resource solves, they won't try it. Use their words, not ours. "Read Forbes and your industry news free with your card" works. "Access digital periodical content" doesn't. "Practice English for 15 minutes before your shift" beats "explore language-learning materials."

[Frontline staff recommendations](https://www.learnersengaged.com/learners-engaged-blog/how-to-get-frontline-staff-recommending-digital-resources) do more than any announcement. A ten-second mention during a card signup or a computer help session lands. Staff don't need to be experts in every platform; they need one sentence and one referral moment for each.

Tie promotion to a moment: career tools at the job fair, language tools at conversation group, business news at the startup workshop. With partners, hand over one clear recommendation, not a catalog.

## Measure use, then listen

Usage data matters at renewal time, but a session count doesn't tell you whether you solved anything. Pair the numbers with stories: the patron who prepped for an interview with industry news, the vendor who researched a new market.

A specialized business resource may serve fewer people but matter a lot to them. Each quarter, ask four questions: Who's using it? Who isn't reaching it yet? Which promotion actually drove activity? What are people asking for next?

## Give staff a clear, small role

This work doesn't need its own department. Give staff a half-page guide for each resource: who it's for, what problem it solves, one plain-language description, and two referral moments. Give them time to try it themselves. If the login confuses staff, it'll confuse patrons.

Then choose one audience or barrier for a season, promote it consistently, and adjust.

We don't carry local economic development alone. But we can make the path forward easier to see for the people who come through our doors, call us, or search our website late at night.
