If you run a small library, you already know the math. One eResource subscription can eat the whole digital line, and then you're left explaining to your board why only a handful of people logged in. So here's how I'd approach digital resources for small libraries on a budget: pick fewer, pick on purpose, and plan the work behind the login.

## Start with the problem, not the platform

"We need a language product" is a category. "Adults here need English practice outside class hours" is a need, and it makes every vendor conversation easier.

You don't need a formal community assessment. Look at what's already in front of you:

- **Desk questions.** Who keeps asking for help with job applications, parenting questions, or English practice?
- **Program attendance.** Storytime, ESL conversation groups, and computer help sessions tell you who already trusts you.
- **Partners.** The school, the settlement agency, and the workforce office will tell you what their people can't find.

Then run one test before you buy anything: if this resource disappeared next year, who would notice? If you can't name them, wait.

## Build a smaller, stronger collection

In a small library, three well-launched resources beat ten that nobody knows about. Patrons can't use what they can't find, and staff won't recommend something they've never opened.

Most small collections end up covering a few outcomes: family support, language learning and newcomers, workforce and business skills, trusted news and media literacy, and staff development. Your mix depends on your town. A growing newcomer population pushes language up the list. A tight job market pushes workforce skills. A busy storytime crowd points to caregiver support.

### Test access before you commit

This is where small libraries lose the most patrons. Before you sign, walk the whole path yourself: website button, sign-in, account creation, first use, on a phone. Then hand it to a circulation staffer and watch.

What to check:

- Does remote access work without a staff member walking someone through it?
- What happens when a patron forgets their password or their card has expired?
- Is it usable on a phone, and for [patrons with disabilities](https://www.learnersengaged.com/learners-engaged-blog/accessible-eresources-for-public-libraries)?
- Can staff explain in one sentence what information a patron has to give?

If sign-in needs a proxy setup you don't have, or a library card a lot of your community doesn't carry, that's a real cost even if the price looks fine.

## Where EIG Connect fits

This is exactly the gap we built [EIG Connect](https://www.learnersengaged.com/eigconnect) for. It's for libraries serving under 7,000 people, and it gives you the full premium solutions larger systems use, not stripped-down editions.

What matters most for a small library:

- **Patrons sign in with a ZIP or postal code.** No library card and no proxy setup required, which removes the access problem I just described.
- **Pricing is simple.** $400 a year for one solution, $775 for two, $999 for three, and $333 for each additional solution (USD, standard pricing for most solutions). [Newsreel](https://newsreel.co/partners/learners-engaged/) premium adds $100 a year. No implementation costs.
- **Onboarding and training happen in group sessions**, which is how the pricing stays equitable. Reporting may vary by solution, so ask about it for each one you pick.
- **Marketing materials come ready to use**, so you're not designing a launch from scratch.

The solutions are grouped by outcome: Family Success (including [ParentTV](https://www.learnersengaged.com/parenttv) and [MakeMake](https://www.learnersengaged.com/makemake) Spanish-language digital library), Language Learning and Newcomers, News and Media Literacy, Workforce and Business, and Staff Development.

Where I'd start: choose one or two outcomes you can already name a patron for, enroll, and test the ZIP-code sign-in at your own desk before you announce anything.

## Budget for use, not just purchase

The subscription is only part of the cost. Staff time, website placement, a short orientation, and the odd troubleshooting question all count. A cheap resource nobody promotes costs more per use than a pricier one that gets used.

Before adding anything, give it an owner. In a small library that might be the director or whoever already handles eResources. Then write down the first 90 days:

1\. A 20-minute staff walkthrough.
2\. A clear button on the website home page, not buried under "Databases."
3\. One existing program, newsletter, or partner where you'll introduce it.
4\. A [first promotional push](https://www.learnersengaged.com/learners-engaged-blog/how-to-launch-a-digital-resource-without-a-programming-budget) that fits your capacity.

If that plan feels impossible this year, the resource probably doesn't fit right now.

## Give staff a reason to recommend it

Most patrons find digital services because someone at the desk connected it to their problem. "We have a language platform" goes nowhere. "You can practice English on your phone whenever you've got ten minutes" gets a login.

Staff don't need to be product experts. They need a one-line pitch, the access steps, and one time actually using it. Share one use case per staff meeting and keep a one-page cheat sheet at the desk: resource, who it's for, the best reason to use it, how to get in. That's the core of getting [frontline staff recommending digital resources](https://www.learnersengaged.com/learners-engaged-blog/how-to-get-frontline-staff-recommending-digital-resources).

### Promote at the moment of need

Skip the big campaign. Put each resource where its people already are: family resources at storytime and on parenting displays, language learning at conversation groups and newcomer events, workforce tools next to the public computers, news and media literacy alongside civic information and digital help. Lead with the benefit, then the access step. Nobody wants to decode a vendor name.

## Measure before renewal

Login counts alone won't tell you whether a parent got help on a hard night. Stories alone won't hold a budget line. Use both.

Look at registrations, sessions, repeat users, and completed activities over several months, not one quiet week. A new resource often needs a season of staff awareness before the numbers mean much. Alongside that, jot down what patrons mention, which partners are referring people, and whether staff are answering recurring questions faster.

Set your renewal bar early: a clear audience, steady or growing use, staff who are confident recommending it, and a link to a local priority. If something misses, decide whether it needs better placement or a respectful exit, and move that money to a need you can actually support.

The best small-library collection isn't the biggest one. It's the one your staff can stand behind and your patrons can get into without help.
